On August 20, 2025, Haiti’s Council of Ministers introduced a new leadership team for Cap-Haïtien, appointing Angie Bell as president of the municipal commission—effectively the city’s mayor. Magistra Bell brings with her a legacy of community leadership, a professional background in communications, and strong ties to the Haitian diaspora.

Her first priority? The city’s insalubrité—the urgent sanitation and waste management crisis that has long affected Cap-Haïtien. For her, improving cleanliness is not only about public health but also about restoring pride in one of Haiti’s most historic cities. She intends to use her first 100 days in office as a call for the city to come together in the spirit of konbit (cooperation)—urging all sectors including residents, institutions and businesses to join in the collective effort to clean up Cap-Haïtien.

Magistra Bell will be joined in the mayor’s office by Patrick Almonor, returning for another term of service, and Isaac Pierre-Louis, bringing a fresh perspective to local governance. This new leadership team—part of a nationwide shift in municipal commissions—positions Bell to lead with a fresh approach rooted in vision and action.

Friday’s inauguration ceremony was filled with energy and optimism surrounding the transition. Below are a few highlights from the event.

We look forward to collaborating with Magistra Bell and her team in the months ahead as she works toward her vision for solid waste management, long-term development, and economic growth in the city that SOIL has called home for nearly two decades.
